Hope springs eternal in the Sunshine State. This week, as both chambers prepare to enter budget negotiations, the Florida House passed a bill that would create the Schools of Hope Program (HB 5105)–clearing the way for charter schools to open up in districts with consistently under-performing “D” or “F” schools. The Senate has not yet considered the bill, but some have speculated that it will be amended onto one of the Senate’s education bills soon.
