Itís happening in China, as the communist government there clamps down on freedom and ramps up its economic and territorial ambitions in its quest to become the dominant player on the world stage.

Much of that ambition is predicated on rampant theft of intellectual propertyólargely from the United States. Itís the ransom required to do business for many companies in China.

We donít have a coherent plan to stop them from stealing our technological superiority, but we need one right away.
